    Branden posted something on debian-devel addressing this question. It’s definitely worthwhile to read through his comments because he brings up many issues that I wasn’t aware of (especially in terms of porting, which always done upstream).

    Have you ever packaged software? I do not have much exp with the debian toolkit, I package rpms full time now, but packaging software is hard work. If you think it is easy package XFree-4.2 and kde3 and submit them. Till you have done that, or given up admiting defeat shut up.

    unstable is not really a separate tree, it is the only way to get packages into testing and so packages that are not ready to be used in general are not uploaded to unstable. Usually packages that are not ready for general use are either uploaded to experimental or are hosted by an external repository like is being done for the KDE3 debs currently.
